Server time is set to GMT+1. Battles, payments and all times in the game are recorded in server time. There is also a clock in the top centre of the screen that shows server time.
That means the timer countdown of that event has reached zero at the client side, if the player refresh the game page a new updated page will display. If after refresh the event counter is still at '-', the game server have not yet updated the event, this can occur if the server is to busy.
